Manitoba MPNP questions

No, and this is the point most applicants miss. A connection to Manitoba under Factor 5 is required of every applicant regardless of points. Manitoba states it plainly: if you score 60 or more but have no connection, you are not eligible to apply. The score and the connection are two separate requirements and one cannot substitute for the other.

Any one of: a close relative in Manitoba (20 points), an invitation under a Strategic Recruitment Initiative (20), at least six months' previous work in Manitoba (12), a completed two-year-plus programme in Manitoba (12), a completed one-year programme in Manitoba (10), or a friend or distant relative living there (10). You may claim only one, and the highest that applies to you is the one to use.

No. Regional Immigration is worth 5 supplemental points and stacks on top of a connection you already have, but it does not satisfy the connection requirement on its own. A candidate whose only Manitoba link is an intention to settle in a region is still ineligible.
